text: Kohima - talks with Pawsey - visit to Shillong - Philip Mills - Governor - Mills the 'villain' - telegram from Delhi advising Governor that Mills plotting a Khasi union with Pakistan -
text: Pawsey astonishment at Hydari's policy 'fusion with the plains' - 'What an extraordinary man he is!' 'But it can't be done. They're quite different' and it was with the greatest difficulty that I stopped him from writing to Hydari at once - Pawsey - tough, innocent, simple etc. honest - Pawsey's depression at Hydari's idea of sending Sailo, a young Lushai, just recruited to civil work from the Army as his successor. It won't work 'But he's had no training. It won't work. Lushai and Nagas hate each other. Why can't they send Campbell?'
text: - talks with Kohima Nagas - urged them to revert to the original Kohima agreement with the Governor - no practical alternative - Nagas no hope of successful resistance - half a Govt. better than none - if Assam revert to anarchy in next 10 years then will be the time. Aliba Imti's anger at Pawsey's setting up a committee to work out a constitution for the N.N.C. - and H.E. wanting to vet it - 'This is the Nagas' work. It is none of their business'.
text: - I pointed out that the N.N.C must be given a legal basis if depts were to be transferred to it - and the committee draft would be approved by the N.N.C.
text: Pawsey had not realised that under the agreement the head? of the Sub-divisional Council would become S.D.O. - suggested he should only be dismissable by the Nagas for an offence involving moral turpitude and by the Governor for a breach of EAC discipline. During these 10 days the Punjab in anarchy - and on 2 Sept a flare up in Calcutta and Gandhi decided to fast to death.
