text: 14/7/1926 To Mokokchung. I passed the new village water supply of Susu Impang - a vast improvement on the filthy pond of the past, and done at a very small cost indeed.
text: 15-20/7/1926 Halted Mokokchung. Inspected some parts of the S.D.O's office, and discussed with the S.D.O. several outstanding questions. Such as that of the new movement to propagate the anabaptist gospel in the Sema country.
text: The question was raised as to what was the proper proceeding in case circumstances arose calling for the use of armed force in the vicinity of Mokokchung when the S.D.O. was too distant on tour to get at. The arising of such circumstances is a most unlikely contingency, but if they should arise the only correct course is for the Head Interpreter, or the Interpreter left in charge by the S.D.O. to go to the Head Clerk and for the Head Clerk to write to the Indian Officer in command of the fort giving all details available and stating to what end the force is required. It will then rest with the Indian Officer to supply or, at his discretion, to refuse to use the force asked for, only in the latter case he must take the responsibility of his decision. The amount of force to be used and the extent to which it is used must also be determined by the Indian Officer or by any Non- Commissioned Officer or rifleman to whom he delegates the duty. The most that is at all likely to happen is that some armed and recalcitrant offender might need to be arrested, or a mild riot to be stopped, but so far the occasion has never arisen as far as is remembered.
