text: The political structure reflects the moiety organization. The two secular authorities are drawn from the two moieties, the leader from the dominant moiety and his assistant from the subordinate moiety, so that not only the moiety grouping but the individual tsami within the moiety is represented on the village council. These secular heads are chosen by the village council and can act only on the council's advice.
